If you get a permit to beg in a largely orthodox Jewish Town of Lakewood (US), rich and poor locals alike will open their doors to you. You tell them your story and they will give you something. But as with any system, some people tend to abuse this generosity and charity. So, the Jewish community there created a system of giving permits after a check that the person is really needy. This checks abuse and very few beggars seeking permits are turned away.
